You can also, buy it from fractal vendor and save the laurel, pay 2 fractal relics instead. You can also buy them for 1 gold and 2 fractal relics, which is way better than using a laurel for that.

Short answer: No. Longer answer: No, it is absolutely not needed. There is a couple of items which are useful to have at ascended quality, mainly weapons and trinkets. Personally for me I am a pve guard that still goes into wvw from time to time. After doing many fractals I got 2 healer armor boxes and turned them into celestial removing 2 of my ptv armor pieces and I have been enjoying the slight crit chance increase so I am planning ob either going hybrid ptv/celestial or full celestial.
