Make sure any driver related postprocesses (FXAA for example) are disabled for TacO. Those might fill the alpha channel with a fully opaque value and thus make TacO non-transparent. It will endlessly download the file over and over because what it downloaded isn't what it expected. This problem can be caused by the patch server, in which case the above would fix it, or by something else (other software or your ISP). First, confirm the hosts edit by repeating the steps, but using 127.0.0.1 for the IP.
